Now that I’m old, I was wondering if there is a way to make the arrows and highlighting circles brighter or a brighter color so I can see them in Photoshop Elements 2018?

Sure, when I’m working in PS and I want to use the brush on a photo, I move the cursor and it takes a while to find it on the photo. The same is true when I move the cursor around the photo. Many times I have to search for the cursor in order to find it. If the cursor were yellow or some other bright color, it would be easier to find

In Windows 10, I went to control panel - hardware and sound - devices and printers - then right-clicked on my mouse icon. There are quite a few choices for the pointer itself, as well as "show location of pointer when I press the CTRL key."
However, when in Elements, your mouse pointer is going to look different, depending on which tool you have active. You could make the brush tool active and just increase brush size; that'll make the cursor's location quite visible.
