Thanks AzPicLady - I did it in Photoshop Elements using the distort filters - twirl to start and, if I can remember, maybe wave and zigzag.

I'll look under filters to see what's there. I did it with a picture of the mission south of Tucson, and it was a really interesting effect. Thanks!
