Is it stuck as in hard to move, or does it feel like it's locked in place. If something doesn't move, it generally because of friction or a locking mechanism. With something as delicvate - and expensive - as a lens, there not much room to experiment. Using too much pressure could break something expensive.

The lens has a switch that releases the lens from autofocus to manual focus. Before you try to manipulate the lens be sure that the switch is place in the "M" manual position so that the lens mechanism is disengaged. It should rotate freely now and extend in and out when doing so. If it feels like it is bound-up or gritty then it possibly has internal damage in which case it may cost more to repair than replace which is what Ken Rockwell says he did.

That only applies to the FOCUS ring, the OP's stuck ring is the ZOOM ring.
