Start Big then noise reduction?

I have an image of a friends business's 25th anniversary so it can't be re-shot. 100 people out on a sidewalk in front of his shop. (image is at home and I am at work) Any way to get the F16 and Shutter at 160 for depth of field and no motion blur the ISO was 2000 on a Nikon D750. The owner likes the shot and is now talking about a wall size banner 8 feet tall. The image is noisy in the shadows without any de-noising but otherwise good. What I would like to know from you guys is should the image be de-noised and edited then resized, or resize to the desired size and resolution then de-noise?

Denoise first; revaluate and further denoise before printing the final.

Ever see a close up of a billboard? At a normal viewing distance from a large banner, I think worrying about some noise in the shadows is a little overkill. Remember noise, like grain is natural, as long as it doesn't interfere with the image, I'd leave it. You'll probably have more artifacts from blowing it up, than noise, that may be the bigger issue.
