I've been asked to submit an image for critique, with the requirement that it not exceed 1MB in size. The original .jpg (converted from RAW) is about 27MB, so a 1MB copy will be drastically reduced in size. I can do that either by highly compressing the original image, or by resizing the original image. Which method do you think will produce the best 1MB copy of the original? Are there other options for creating a 1MB copy?

Test the resulting file size after resizing to 2048-pixels on the long side using the technique described in the details of the post. If the file still exceeds 1MB, then begin lowering the JPEG quality down from 100% until you get a file that falls under the 1MB threshold.

If the image is already edited and is final I would use maximum compression and before resize.
