Hard to tell from that angle, but if the ball crosses the plane of the goal line, it is a touchdown.

If the ball touches the pylon before he down or out of bounds, he’s in. By the apparent momentum caring him to the end zone, he probably makes it in.

The player has the sense and hunger for the ball getting inside the pylon, even though the rest of his body will probably be out of bounds. He's going to stretch his left arm out to be sure that clearly happens before his foot, shoulder, or hip hit the ground. It will definitely be a touchdown a fraction of a second after this photo is taken, but the player's body is blocking the ref's view. If there is another ref watching from another angle, he'll call, "Touchdown!"
