This is kind of a long story.
I purchased a new copy of coral painter 19 today, I have always disliked painter as it did not do what I wanted.
The new auto painter in 19 is at least compatible with windows 10.
So my goal has always been to make a photo look like a painting or pastel drawing and I will through in water color.
I have written over the years pencil actions that work well for that effect, and I use topaz.
I would not recommend this software from coral as the cost is outrageous. I get it almost for free as I still work for a local community college.
I can usual shoot flowers in an artistic way as I see it.
I used painter and alien skin on this photo.
I use painter essentials 5 and 6 and they work well, except for the fact that they put a white vignette around the image inside the frame and no way to element it except to put a large black frame around the image which preservers most of the image if you crop afterward.

A little side note I shot all of these with a canon m3.

Do yourself a favor and look at Topaz Impression 2, which is a standalone app that will also work with Lightroom and Photoshop. The results you get with Impression are incredible.
