I am a retired educator and greenhouse grower. I like to travel and share photos. Since Google no longer supports Picasa I am looking for a program that is easy to use (I’m a senior citizen), that allows movement and sequencing of photos, add captions, will work with WiFi and email photos. Ability to touch up and crop also. If it does more that would’ve great. Reading ads and descriptions tend to not help in decision making.

Lightroom is the standard, for good reasons. All that you want, and more, for ten bucks a month.

A satisfied customer.

However, "captions" as a requirement are not met by LR. That $10 / month would get you both LR and PS, and a lot more complexity than maybe you desire. I don't find PhotoShopElements particularly "easy". But, I use it to add captions to images, after some training and it's not "hard" to do that task. PSE will meet all our capability requirements if you're willing to learn. You pay only once and the current version will likely be all you need. I'm still using PSE10, when needed, nearly 8-years old and re-installed as I've changed computers over the years. There's a wealth of free training available from both Adobe's website and the internet on utube. Even more free training exists in the same places for the LR/PS subscription tools.

Perhaps a smart phone. My Samsung Galaxy S8 camera does all that.

Photoshop Elements does all of that. Very easy to learn with Quick, Guided, and Expert editing modes. About $60.

LR will do captions but the text formatting is limited. You can do text in the print module and then export it directly from the print module as a jpeg. I'm an LR fan but there are many other programs out there, too many to describe. And my idea of a great program may not be your idea of a great program.

Take a look at Skylum (Luminar) - I downloaded the user guide which shows amazing features, simple to use and costs around $60, also supports several computers.

Exactly! PSE 2018 would do all the OP desires and not get sucked into Adobe's $10 buck a month rental plan the Adobe CC fan boys tout.

Have a look at ACDsee. It's a "sleeper" that flies under the radar, but considered by many serious photographers as one of the best.
Try the free demo.

Erric, you didn't say which computer you use, Apple or a Windows machine but if it's Windows try Faststone Image Viewer. Completely free and is a delight to use. Your imported image will be full screen and you access the drop down menu's by touching the sides of your screen. Ya got's nothing to loose by checking it out. Best of luck and have fun!

I find PSE much harder than PS, Photoshop is way easier to learn and use!
