I saw this lizard at Werner park in Nashville TN. It is a about 4 inches long from the snout to tail end.

Might be Plestiodon fasciatus, 5-lined skink (formerly Eumeces f.). Several skink species have blue tails as juves or young adults, apparently turns off male aggression when they are dispersing, searching for new territories
