There are Campaign Finance Laws. Hush money paid to effect the results of a P**********l e******n. Yes it is against the law, and that is why, in part, Cohen was indicted, and has now plead guilty to the violation, and implicated his former Boss as a co-conspirator in this illegal activity.

There is nothing to settle except perhaps blind denial.
A crime was committed, and investigation was conducted by the District Attorney of the Southern District of New York, an indictment was issued, and the accused pled guilty yesterday to the crime; and implicated his former Boss as a conspirator.
Except for the sentencing, and the depositions from Cohen to come; it has been settled.
