Yes, it does. A low-frequency throbbing whoosh as the blades cut through the air. The sound has been linked to various illnesses, depression, and a general grouchiness by those in the immediate area. I'm far enough from it that it's merely annoying, and it really doesn't bother me much (I'm always grouchy, got nothing to do with the windmill, lol...). There are also evidently health issues with the birds and animals nearby.
I find them beautiful, but they've been called a pestilence and blight on the landscape, and there are numerous lawsuits by the homeowners under its shadow. There are a group of four of them arranged so that I only see the closest looming over the trees in my yard. Those unfortunate enough to live closer and in its immediate shadow have filed a number of lawsuits, and understandably so. The strobing with the sun/shadow as the blades turn is completely intolerable, would drive anyone to the point of insanity, never mind the low-frequency throbbing of the blades.
