I would go with female Ruby in your location.

I use this site a lot. One very nice feature is if you scroll down they have similar birds and you can click and got to that birds site and then with back button return to where you started.

It does kind of look like a female Anna's (we have them where I live) but they are a West Coast bird, closest to you are some ??? sightings in north central Mexico. So unless you can contact a local bird watchers group in Houston to help I would go with the female Ruby.

You are correct.
The females sure look alike but their ranges are very different. Anna's make it into extreme west Texas occasionally. This is on the Gulf Coast.

A really hard call- I hate female/juvenile hummingbirds. I am going to go with a Black-chinned Hummingbird for the following reasons: I would expect a greener crown an a Ruby. Thanks to the stop action on the photograph we can see something that would never be available in the field, the wing tips are rounded on this bird and would be sharper on a Ruby.

Addition to the above post. Look at the "Ruby-throated Hummingbird Taking Off" postit clearly illustrates the difference in wing shape.
