It does kind of look like a female Anna's (we have them where I live) but they are a West Coast bird, closest to you are some ??? sightings in north central Mexico. So unless you can contact a local bird watchers group in Houston to help I would go with the female Ruby.

PS: how has the city done in recovering from Harvey - both my oldest son and daughter got deployed there for a week by Team Rubicon. He arrived the day after and teamed with a Corps of Engineers Colonel* & mapped and planed the efforts for Team Rubicon, she came a week later and worked with a crew that spent most of a week working on a retirement home/community.
*he is Army Reserve Civil Affairs now as well as Team Rubicon and former Combat Engineer for 6 years, 2-3 of them at Ft Bragg attached to Special Forces.
