The President is referring to collusion.
He has said that there was interference and has done more than obummer. The President has placed the strongest sanctions since the Soviet Union which is considerable compared to obummer's nothing. Yet obummer knew of the interference but figured Hillary would win and it all would be buried as to his incompetence.
