I may be missing something but I don’t see anything untoward. Their paths will be quite a distance apart when they cross. Port-to-port is the rule for close crossing but not relevant here. Riding out thunderstorms is pretty routine if you’re into boating. I suppose the test answer is the one on the left since she is heading out while the one on the right is heading in (red marker on right of right hand boat).

The one on the right is not pulling a skier. He has just correctly passed between a red and a green marker returning from the ocean in a very narrow channel. The one on the left is not turning to the right to properly pass the other boat. He also appears to be heading for some obstructions in the water that may be poles or pilings.

There are markers there, cant make out the colors though

The marker just behind the boat is red. The one further back is green.

Totally agree. Heading in can put you in shallow water when the storm hits. For thunderstorms, we would heave to near a boat with a taller mast. Summer storms are just a fact of life if you’re a sailboater since heading to port can take some time.

It looks to me like the boat to the left is going out into the storm so either s/he has a good reason and a lot of experience or is inexperienced and stupid. All the other boats--even the one towing water skiers--are heading in ahead of the storm.

The boat on the right has the red channel marker to the right and the green to the left. (Red Right Returning) He is headed to safe harbor. The boat on the left is headed out to sea in what appears to be a violent storm. The very dark clouds contain a lot of water. He could be due for a very rough ride.

You are right--I though it was a skier too but I just had surgery around my eyes and I'm not seeing particularly well. But I blew it up and sure enough--that skier is not moving.

Both are equally stupid the visible wakes are from the periscope of two Russian submarines about to collide in the shallow water off the North Carolina coast.
