Spotted these two in my yard yesterday afternoon. The little cotton-ball has legs and was crawling around on the branch. If you look close, you can see its little foot on the leaf. The other one is some kind of a very small fuzzy butt bug.

The first resembles Woolly Apple Aphid, Eriosomo lanigerum....
The 2nd is one of those plant hopper nymphs that make a wooly bottom out of wax extracted from plant sap. There are different species that do that, and am not sure how many families. One is the Fulgorid plant hoppers. See
