No, they are related, but not the same. T stops indicate a ratio of transmitted light, the amount of light transmitted by the lens, compared to the theoretical 100% of the light transmitted by the lens.
f-stop is the ration relating focal length and diameter of lens.

Fstops are measured physical ratios of the aperture to focal length.
Tstops are actual measurements of the amount of light transmitted through a lens.
XYZ lens set to T2.8 will always transmit the same amount of light as ABC lens set to the same TStop. This is rarely true with Fstops, which do not take into consideration light transmission losses when you compare simpler, low element count lenses with some that have 14 lenses in 5 groups.
