Is this possible? I mean to have Windows 10 in English but have a Spanish keyboard. I can type in English on a Spanish keyboard but I can't type in Spanish on an English keyboard. I'm short of the accents and the "ñ" and for accents I don't want to have to make two or three keystrokes to create them.

Sounds like great fun. I once had a Lenovo LapTop with a Bilingual English/Chinese Keyboard. Thanks be it that the O/S Windows XP was in English. I really don't understand how you can even have a Chinese Keyboard when there are thousands of Hanzi or Characters in Chinese! Perhaps the keyboard was in Pinyin for phonetic spelling and numeric input in Chinese only.
Yes it’s possible. First of all you need to purchase a Spanish keyboard then you have to choose Spanish in Windows for the keyboard.

Thank you very much for your reply. Any keyboard can be converted to Spanish by simply sticking the appropriate letters/symbols on the appropriate keys. The keyboard stickers are available on Amazon. Thank you once again for the useful information.
You are quite correct, the stickers are a good and cheap solution.
In the settings menu go to "Region & language". Then add Spanish in the language option. After this is done, on the toolbar you can switch the keyboard layout between any of the languages that you added. If you do use stickers make sure that where you place them reflects the Spanish keyboard option that you are using.
I have an English language keyboard that is configured for Spanish. I don't use stickers since until now I've always used a Spanish keyboard. I do sometimes get confused with the non-letter keys. When that happens I temporarily switch to the keyboard's English layout.
