I am on a budget full frame mission due to finances. This picture was taken with my Canon 5D MK II ($450) and a recent budget lens purchase. Canon 70-210 F4.0 lens from 1989 bargain buy for ($40). has had basic PP in Canon DPP (free). Very minimal cropping. Obviously this lens has no image stabilization. Let me know what you think on sharpness please. Focus was on cats left eye. Thanks!

Focus seems to be just a hair off.
But you had to pick a pure black cat, not an easy thing for AF to focus on. You could have put it in a coal bin at midnight to make it harder.

Of course there is a chance that a camera body and lens that old could use a bit of adjustment and calibration. Try a subject with more contrast or even print out a test target off line to test the rig.

Nice cat.

OP says the focus is on the left eye. Color of the car is irrelevant. I’m on my iPhone so I’m not going to look whether the focus is off from that left eye or not. I’ll take your word for it.

Color is relevant, can't see details around the eye to which way if any the focus is off.
According to the exif 1/400 @ f/4.0, 210 mm, ISO 1600 cropped to only 2.6 MP

That ISO and the major crop would account for it not looking real sharp.

I used to shoot with that combination. I did favor the 24-105 for general use. I had no complaints with the camera. Difficult to comment on the sharpness.

A lot of good photography came from the Canon 5D MKII, and still does. Also very often found in good condition one eBay for $400 to $550. My choice would be the film lenses at budget prices-the 28-105mm, or the 28-135. My first version Canon 5D came with the "long in the tooth" 28-135mm film lens. Many great shots from that combo, and the 12MP 5D is an even cheaper FF option. It also had/has a great history. The MKII is 21MP and the earlier 5D is 12MP.

Here is Ken Rockwells review on the 28-105 USM lens

And Ken again on the 28-135 Canon

Here are a couple of film shots with the 28-105mm. Be sure to look at these in Download (second click)

Can you repost the original before your edits? This version is rather soft, to the point I wonder if your processing is the issue rather than the equipment. For the EXIF data that does come through, the exposure was f/4 1/400 at ISO-1600. The colors for the image are very pleasing and noise well cleaned, but the softness makes me wonder what sharpening you've applied or you've whether you've lost detail in the noise processing.

In my mind The only real detail you can see is the pupil
