Adding a black graphic line effect onto a photo is always a strong effect and makes an image more striking, and appearing more colorful. It works well on this shot. Remember sandwiching Kodalith's on slides? Same principle.

Overall, I really like the effect. My only problem is with the out of focus foreground stem that appears to be tickling the bird in a very private place

Where do you find this poster edges filter in Photoshop. I can't find it in my Photoshop. I have the 2017.1.1 release. Do I need to update something?

Should be in your filters under artistic. If it's grayed out change the image mode to 8 bit.
