I think if the distractive dots of bright lights were removed, the pictures would have been much better. On the first picture, leaving only the pole lamp, second in from the left, there and removing the rest. Other than that I like them.

Remember, your eye (mind) is attracted to bright or white in a scene.

Both are nice shots and I am in agreement with the gentleman that has suggested to crop those lights. The first shot to me is the best one and after cropping the lights it looks even better.
According to the rules and I am not a moderator of the forum, working on someone else image without consent is not allowed. This is a photography forum where critique, in my humble opinion, is very important to improve on our photography. I am quite sure the gentleman that posted these photographs learned something new that will improve his future night shots.
As far as we behave properly and with respect for the work of others the forum should continue to be what it is, one of the best photography forums where I have had the honor and privilege to serve.

I am quite sure that the gentleman from Quebec that posted those two nice shots appreciates your advise and corrections made to the first shot. The lights you referred to act as a distraction.

Fresh eyes often can see the image differently. But...permission to edit should be offered or issued to requesters per the rules.
