In Ohio, there is the Ohio Archeological Society and they hold monthly Native American Artifact shows where all the collectors can showcase their finds and buy/sell/trade to the general public. I'd be surprised if Texas didn't have one. Reach out to them. Or reach out to a few of the big collectors in Texas and they will surely direct you to someone who can do C.O.A.s. It shouldn't be that hard to find experts in Texas.
