No, it just extracts your jpg's from within the raw file and lets you work on those. Here is info:

Here is one from Adobe that says it works with Chromebooks and you can edit raw. I've not yet tried it:

I forgot the Chrome web store is not the same as Play Store Not there and I don't want to try "rollapp" 'til I read more about it. OP also asked about Polarr in February and Pixlr last June so I don't believe he has made much progress with understanding how the apps work with these devices, nor of how to use Google for research. If little experience with the digital world and no one nearby to assist, it can be overwhelming for many.

Most Chromebooks now run Android apps (depending upon the CPU and whether it has a touchscreen).
My old Asus Chromebook does a nice job with Adobe Lightroom Android version. I use Lightroom Classic CC on my Mac, and sync my latest collections to Adobe cloud, so that they appear and can be edited nicely on the Chromebook. The edits move back and forth seamlessly between Chromebook, iPhone, and Mac. Quite nicely implemented.

if you decide to try darktable I'vw found the only modules I need are:
- lens correction
- perspective correction
- crop and rotate image
- spot removal
- white balance
- shadows and hilights (start with just turning on) (radius)(3D)
- contrast brig...ss saturation
- color zones
- local contrast = sharpen image (detail) (3D)
- defringe
- denoise (profiled) (must do)

sometimes I use some sometimes others. almost everything get's shadows and hilights. it is simply magical.

It seems rollapp gives a free version but to get full functionality you need to give them money. My business isn't quite at that point yet so I can't give you anymore of a report than that.
