I think not. From the pictures I've seen posted of F20s, the steering rod is level with the frame & gas tank. The F12 pictures show a slight angle down from the steering wheel to the front. I can only go by what I've seen doing a search. I am no IH/Farmall expert, although I do own a 1959 Case 811B.
After doing some more research, it could be an F14. I may have to go back and look for the Serial No. ID tag.
