I have the camera set at ISO 100 outside picture around 8:30 and the noise is atrocious. what else affects noise?

Low lighting conditions and harsh shadows are the cause. Some camera sensors are better than others in low light conditions.

Assuming you're asking about your D3200, at ISO-100, you're at the base ISO for this model. Base ISO will be the best performance as well. Perhaps you should post an example and store the original, just to see what you're seeing is the same others see in that image as well.

Is your ISO set to auto? Did you check your metadata if this shot really is ISO 100.

underexposure will nearly always cause significant noise... at least 99.99999% of the time.

That's strange. MD says ISO is 6400 but the setting is at 100

fixed it.... there is an auto setting regardless of what the camera says

Even though you set your ISO to 100, auto ISO will adjust the ISO to what the camera for it’s exposure needs or to the maxim ISO you enter. If you want sole control of your ISO Go into your menu and turn Auto ISO off. You are not the first that this happened to and you will not be the last. Good luck enjoy and keep shooting.
