This makes a lot of sense. Lawmakers can't be expected to make informed decisions unless they have time to read and understand the bill take come across their desks.

I think that it should be at least 5 minutes per page so it would allow for breaks and really digesting the context. Would also allow for reviewing any areas. Do it slow and thorough not halffast.

It has been brought up before - sadly, the need for this demonstrates the stupidity of congress. BUT: I guess it isn't really necessary - members just give a quick call to their big donors and their favorite lobbyists and ask which way to v**e...
