I have a Nikon d3200 and would like to lace some advise on how to photograph Paris at night; shutter speed, ISO, etc.

Bob, Welcome to the forum.
ISO around 1500. F8 and shutter speed a minimum 1/60 handheld. I have a pencil bag filled with rice that I use to rest the camera.
I assume no tripod or monopod?

Have fun in Paris. One of my favorite cities.

It would be nice to know what lenses you have available. Generally, faster low light lenses work best with a slower shutter speed. And, if you owned a D500 crop sensor DSLR, a low light camera. You would be in a very good situation for night photography. Enjoy your trip. Photographing the Eiffel Tower at night is supposed to be restricted in Paris. So, as been rumored?

Really? In Reykjavik the sun typically sets around midnight in summer, compared with around 8PM in Paris.

My wife and I were in Paris two years ago and I went line and hired. Local professional. I wanted some a photographer that knew the city and could position me to take phots of things everyone does nut from different positions. I hired her for one morning and one night. Each session was about four hours. It cost about $125 for her time. Also, I rented from her two tripods. She also had a lot of recommendations about places in the. City an d helped us become comfortable with riding the sub way.

I would highly recommend this.

That's correct. Daytime pics of the Eiffel Tower are public domain, but night time with the lights is copyrighted, so no commercial use allowed.

Yes, it is technically illegal to shoot the tower with the copyrighted lighting system on. The artist retains ownership and forbids the distribution, media posting or commercial use of any night shots with his art lighting. That being said, for the casual tourist, taking night shots happens all the time and from many vantage points throughout the city. If you are underneath or in the surrounding grounds, you might be asked not to shoot, but there are no camera police looking to nab you.
