I can see where that would happen, possibly quite often.
For example- In Acadia, people are always around many other people taking similar shots.
It could very well happen at any high tourist area.
I encounter many photographers who shoot in burst mode whenever they can. Perhaps it is not so unlikely for two photographers to capture the almost same moment. However, for both to select the same moment frame from the burst for public display may be a rather unusual coincidence.
But discovery by one seeing the published work of the other would be rarer.

The shape of the waves at the bottom of the tower is very different but its a very rare occurrence.
Its amazing of both pictures taken at that time, however the one taken with the Canon Mk 4 is far superior in color, tonality and focus. IMO
The photo on the left is significantly sharper and better exposed than the photo on the right. In my opinion, NOT “the same photo”. The article even states that the second photographer was 30m away, and shooting from a different position.
