Yes, what app, filter or plug-in is that for Photoshop? I use Topaz Impression II with Photoshop.

Nicely done. I find the watercolor filters from Photoshop, Topaz, or any of the other programs either blur excessively or make features a bit too coarse, unless you use them as a duplicate layer/blend mode overlay at medium/low opacity. Softens nicely, still adds a nice painterly effect to your image. But all depends on what you want from your final image.
I only work with the Impressionist plugin 2018.
