We see this term used every day. Exactly what IS a lens that allows the user to walk around? I own a certain number of interchangeable lenses but I never put a lens on a body without first having a purpose and a designated need for that lens at that moment. I do have a P&S that can be tucked in a pocket and carried around until I see a photograph I want to make, but do folks actually carry a dslr around just looking for something to shoot? In all honesty this looks and feels like something that began life in the military. Imagine a conversation between a customer and a sales clerk in Adorama: Sales Rep: "What do you want to do with this lens, sir?" User: "Oh, just walk around"? Then, that customer gets pissed off cause that lens doesn't deliver "perfect" shots. There must be an answer.

A lens is called a "walk around lens" when it offers within its focal length range the possibility of shooting many of the subjects the operator will encounter. It is supposed to be a practical lens just for that.
I am in agreement with you, when we use a lens it has a purpose. Regarding "perfect" shots they depend more on the photographer than the lens.
To me it depends on what I want to shoot, close or far.
I believe the term originates with Photojournalists and Street Photographers. It generally refers to a fast lens like a 24/70mm f2.8 that can deal with "come what may". Yes it is a lens that can handle most scenes found on the street where you don't know what you will find of interest.
Right, for travel in cities I like a 28mm or 18-35 zoom on a FF camera but in open country prefer a 24-70 zoom and always carry a longer lens to use in case I need the extra reach. That might stay in the car most of the time though. I would consider a 24-70 to be a good "walk around" lens for most travel situations, but would switch for the wider zoom if planning on spending time in buildings where photography is permitted, like castles, or historic buildings.
A walk around lens is one that covers all situations in photography.
The lens on my camera when I walk around is a prime--a 35mm 1.4.
My " walk around" lens us my nikkor 18-200. This covers 90% of what I expect to incounter. If there's a chance of birds or other wild life I've got my 150- 600 with me.
The lens a person uses the MOST when they go out <walking around> shooting.
It's an individual preference for a lens. You can't buy a walk-around lens, a lens you have becomes one.

Something easy to carry, not too heavy, fits into a bag easily with a camera attached, takes a wide range of images to suit a wide range of needs. In my case, a Nikon 24-120.

My walk around lens in always in my pocket, it's called a cell phone
