I #1 the town maintains a sidewalk along the river and the plow push the snow between the street and the sidewalk and it gives the impression that people walk knee deep in snow.
#2 is the Québec Bridge across from Québec City in this same town
#3 they are walking ''on the ice'' of the Chaudiere River as it merges with the St. Lawrence River.

Yes...that 1st one does suggest that they are walking knee deep. lol.
