This Canon Extender EF 2x II is practically brand new and in excellent condition.

Am I correct that the 2X Canon extender does not maintain autofocus at least with the Canon 100-400 II?

I don't know the answer to your question.
I used it with my 70-200 and autofocus worked.

2x on 100-400L - No

As of Jan 2018 a Canon EF 2x extender cannot be used with any EOS body and an EF 100-400L I or II lens and retain Auto Focus.

Why?

The EF 100-400L zoom models have variable maximum aperture values at different focal lengths. At 100mm for the mark II lens, the maximum aperture is f/4.5. With a 2x converter, the maximum aperture is f/9. See comment above about all EOS bodies.

I have removed the 100-400L lens from the compatibility list (even though it came directly from the Canon website).

Isn't there some other restriction to using the Canon 2x extender having to do with the lens having a maximum f stop of 2.8?

Not sure of the specific issues you're asking about. There's a 2-stop loss of light gathering by the extended lens and a 2x. Adding two stops to an f/2.8 lens that is compatible with this extender limits the maximum aperture to f/5.6. This configuration will retain autofocus on all EOS bodies. The EOS body can use all AF points for the camera's AF array, not just the center-point. As listed above, not every lens in the Canon EF line-up can be physically connected to the 2.0x, regardless of whether autofocus is retained or not. The only EF zooms that can be mounted are the various models of the 70-200L and both versions of the 100-400L. The AF capabilities of the individual EOS bodies determine if AF is retained at apertures smaller than f/5.6, still another complication to the usage decision.

The 2.0x II and III are excellent products although they have limitations of both the cameras and lenses where they can be used. I wish photonphysicist the best in completing a successful sale.

Its on that list, because it is compatible with that lens, you'll just have to focus manually!

That is correct since the 100-400 II is an f/4.5 - 5.6 and 2x 4.5 = 9.0 and the current Canon camera’s cannot autofocus beyond f/8.
