Do they bond together in the winter- adults and young.
Just saw 25 Eagles, immature and mature in some nearby trees, getting to dark, no pics. I saw at least 6 white heads, is this normal for them to bond like this.

Winter's got to be a tough time for them, especially trying to break through the ice to catch fish. I'm surprised there aren't posts on YouTube showing that.
