On these software topics, I'm tempted to type the following in capital letters!
Commercial photo editing software has become so good, you can't buy any that is bad. The only thing you need to do is pick one and learn the parts you want.

Spend a few $ and get Adobe Elements 2018. It may be all you ever need. It gives you both editing and organizing tools (all in one... unlike Lightroom and Photoshop which are designed to complement each other).
With Elements you can choose between Beginner, Intermediate and Expert interfaces, and can switch between them any time you like.
As with LR and PS, there are some plug-ins and lots of good documentation support for Elements, too.

If you want something fairly simple but covers most basic editing functions for improving your images, try Fotor. It's free, support RAW and I found it fairly easy to just install and use. It's more of an editing tool than a file management tool however but I prefer it's simplicity. Open a file edit a file. Good luck with your search.
