Question: who does the sending, executions, electing, etc? I posit that chaos would engulf the world and end times would be upon before any semblance of calm could be attained. Just guessing.

Outcome most likely depends on the economic order in place. Under capitalism, in America, consumers account for most economic activity. Replacing all leadership would affect little if anything of significance in the daily workings of society and consumer spending.
But investors and capitalists would react totally out of self-interest in this crisis, potentially with disastrous results.
The new governments might impose various economic controls to achieve stability across markets for the duration.
As well, the governments might infuse the national economy with a flood of available currency to offset an economic downturn. Further, the governments might prop worthy financial institutions by buying and holding their debt until later on return of political and economic normality.
In addition, the governments might take the opportunity to foster the bankruptcy of weak financial institutions to strenghten the economic structure.
Note that widespread government intrusion occurred in the wake of the George Bush II Great Recession (the worst recession since the Great Depression).
But who can say really what might ensue from chopping the heads of leadership in two countries at war?

Maybe. But if a given nation has an orderly process for replacement of top leadership, then things might go smoothly. Each side in the conflict would have its marching orders, as usual. Self-interest might sway the mentality of the new leadership to bend its position for a rational outcome short of another purge.
In any event, given the rigging and jiggering of outcomes by elites everywhere, nobody can say with assurance what might happen when two sides collide in war.

The OP topic included the word "top," not "all," in describing the loss of leadership. In my reading of history, America shows it has a deep bench when it comes to leadership.
I'd worry more about panic, social and economic, among the populace. So would leadership.
Very likely in that time of crisis with some uncertainty of outcome, a strongman leader, a Caesar, might appear to exercise sweeping authority to direct the nation to survive.
