What are your opinions on this tripod? I'm thinking of using it for both video and photos.

It's pretty light weight capacity......

In this price range I like the Slik - https://www.ebay.com/itm/Slik-615900-Pro-700DX-AMT-Super-Titanium-Alloy-Tripod-/331911994356?_trksid=p2349526.m4383.l4275.c10

I like this head - https://www.ebay.com/itm/KINGJOY-VT-2510-Video-Tripod-Stand-Fluid-Ball-Head-for-DSLR-Camera-DV-Camcorder/362027541734?ssPageName=STRK%3AMEBIDX%3AIT&_trksid=p2060353.m1438.l2649

13 lbs. is not much - as a "rating" ......

I have had a Benro C-2691EX for quite a while which has worked very well for me. It is carbon fiber so very light, it has good height but compresses small to travel, one leg unscrews to become a monopod, and it was inexpensive. It probably is not as sturdy as heavier tripods but I wanted the light weight and height, and have taken thousands of very sharp photos and videos with it so it is sturdy enough. Right now I am using it with a Canon 7dii, 300ii 2.8, 1.4 extender and jobu Gimbel Head which it easily handles.
