No, I'm not defining a panorama by the aspect ratio, the moderators of this site are defining a panorama by crop ratio or combination of 2 or more images.
Probably because many others do as well such as Wikipedia: Panoramic photography is a technique of photography, using specialized equipment or software, that captures images with horizontally elongated fields of view. It is sometimes known as wide format photography. ... Both the aspect ratio and coverage of field are important factors in defining a true panoramic image.
In this case, I used a single frame and cropped to this aspect ratio because I was on the back of a moving boat and it would have been difficult to keep everything in perspective and still get the frames to align enough to merge them.
