I have a very old photo that a friend has given me that is heavily overexposed. It is a picture of a local resident who lived in a nearby community year ago. He has since passed on. I've tried to get a decent photo using Photoshop Elements 2018 but haven't had any luck. Does anyone have any suggestions as to what I might try or maybe have the time to see if they can make a halfway decent photo. It doesn't have to be in color. A B&W photo would suffice. I would appreciate anything you might suggest or be able to do.
unfortunately the main subject is greatly under exposed.

Consider rephotographing the picture and adjust the exposure by checking the LCD screen. Then in Elements you can fine tune it.Welcome to UHH
No, can't be done. I brought it into Lighroom, which is better for this task than Photoshop, but could not bring out any details. It is a 4 Mb file and there just isn't enough information there to save

This is the best I could do:
here is a quick fix . Not sure if it is to your satisfaction , but a little better .Tommy
B&W was the only way I could anything "acceptable" using Lightroom.

Just to clarify what PixelStan is suggesting, forget about saving the background and concentrate on lightening the face. Brightening dark areas tends to bring out any noise that's there, so you're better starting off with something that's on the bright side. There aren't any highlights that you need to worry about blowing, so you should re-photograph or re-scan to make the face much brighter, then re-adjust in post processing.
Nice job, Linary. You can now see the man's features. I'm no expert at all, but I think if one uses the lasso tool, one could then put the man's photo on a new background. JimR
I did. I had an old B&W photo of the main street of the town where he used to lived. I copied him and pasted him on the photo of main street.
