Could be an immature bald eagle. It takes them a few years to develop traditional coloring.

Jerry, I believe Wanda Krack is correct, and my title was disingenuous. I believe it is an immature bald eagle. If that is the case, the eagle population is rising appreciably, because there were a huge number of these young birds at Conowingo Dam, this weekend. Thanks for taking the time and the comments.

Yes, a young one. I was at Conowingo Wednesday, crowded, loads of photographers and many many eagles. Young and old.

Northern Maryland - almost directly North of Baltimore - near the Pennsylvania line. The Dam is on the Susquehanna River and eagles congregate there each November in relatively high numbers. They stay there until about mid-January, somewhat dependent on the weather.

I tried to get there Wednesday, but ended up having to...waddyya call it...work! As crowded as it is on Wednesdays at this time of year, the weekends are even worse! But the crowd is almost always a good one.
