The Harrier is a beautiful raptor. And, its flight with its dips close to the ground is a thing of beauty. They are right at home in the tall grassy areas at Bombay Hook.

I agree it does look like a Harrier. I used to go to Bombay Hook as a kid right along the migratory bird route, great place.
