Adobe did a confusing shuffle on names for lightroom.
What was just lightroom CC on the monthly rental version is now Lightroom Classic. The Lightroom CC name is now used for what used to be Lightroom Mobile, the version for smart phones, tablets etc. Maxed to transfer back and forth between devices, a much simplified version (more in future but no time line yet) and storage is in the cloud by default-you have to change preferences to tell it to store in local files.
Plus they announced that at the end of the year LR 6 (the latest standalone version) will no longer be supported and no plans for any new stand alone.
Can't comment on ON1 since I don't use it and never have.
On1 is a full-featured photo editing program similar to Lightroom, Affinity, Luminar and others.
On1 is not related to Lightroom. It can be installed as freestanding software or as a plug-in for Lightroom.
As long as you don't shoot in RAW and don't purchase a camera between now and forever, you're LR5 software will run just fine without updates or issues for the foreseeable future...

LR 6.13, the current free-standing version, will be supported until the end of this year. It will still work, but there will be no more updates. You can get CC for $120 a year, or you can use a different program, and there are many, Like ON1 2018, Aurora, etc.

They just don't add new camera RAW formats anymore. But use the software that came with the camera (or other available apps) and convert to DNG or other universal RAW format then import into LR5 and you are in business.
