Venturing into ND territory, which is new to me. Looking at circular as that seems less troublesome. Variable filter like Hoya 3-400 or individual filters 2-4-6-8-etc?? Presume cheap glass is in the you get what you pay for category.

I had Tiffen and B&W and Hoya and now I've stepped up to Lee Filter system: http://www.leefilters.com/index.php/camera/system

I've been using them for sometime. The square ones are great, until you get light leeks and ruin everything, (fixes involves electrical tape once, elastic bands and my lens cloth.) B&W often works best with this, and colour cast doesn't matter that much then otherwise avoid the lower end ones, I've once used a gold welding lens blue tacked on a lens, there is of course going there at night. For simplicidity sake I have a circular 10 stop and will buy another to stack. I bumped up the iso and aperature plenty to line up the shot then played with variations, as there is nothing quite like coming home to see they are wrong. This way you can do long exposure bracketing, as your tripod won't move. I"ve waited with the ND off for something like a bird to come by to splice in as well.
Best of luck shooting.
