Keeping this thread slightly on topic-ish..

That officer in the image is wearing the traditional shaped policeman's helmet and each constabulary has its own unique style, shaped helmet along with badge and braiding.

The garment you refer to is the old-style cape and yes they had to 'parade' and present various accoutrements.. Usually something like.. notebook, whistle and truncheon (the officer's equivalent of the Colt .45) Although most forces just opted for the notebook and truncheon.. The whistle was that latest, up to date, state of the art technology for communicating.

Way back in 1947 they would also wear a striped arm band to signify they were on duty..

Am I a font of useless information or what?

I think we have discussed this thread enough and why not digress a little until the OP comes back for any further input? :)
