Restoration project, help needed please

A pal of mine asked if I could improve on a couple of photographs he had taken (one on a camera and the others on his mobile phone). I've had a go but with limited results using Adobe Elements.
I've attached a couple of copies and wondered if there's any "hoggers" who could help or advise me on how to get the best out of these?
For some of the re-cycled teenagers on here, you may recognise the guy (clue, from Liverpool) on the left; any ideas "fans of the 60's ??

I will assume that, by the way you worded your request, that you do not mind efforts to improve the image. These are some quick changes. Others can do better.

No idea who it is. If you find out I would be curious to know. As my other hobby is collecting recorded music (of many types).

Good morning. Just did a few basic edits in the photo editor for Windows 10. Adobe Elements could do more, though. Main work involves bringing up the shadows while reducing the highlights exposure.

Graham, here's an attempt. Hope it works for you. The two biggest issues I see with this is exposure for one and colour balance for two. I addressed both of these issues and hope you like it.

Many thanks to all who had a look and go at fixing these shots. There's some talented individuals out there, great results and the winner for me is rmalarz, thank you.
I'm sure you all recognise the guy on the left as the famous "Liverpudlian" Mr Gerry Marsdon. My pal Malc (on the right) is an old friend of his from way back.
