Oil paint under filter in PS

Hey,
Looking for some help in using the oil paint under the filter in PS. When I go to filter and go to stylize the oil paint isn't in bold letters to open. I did a search and it says go to preferences and then performance, click on advanced and then click on "use openCL" but I can't click on that either to activate the oil paint. Any ideas?

On the preferences tab you need to check "Use Graphics Processor"

If your graphics card is not compatible or even non-existent, then it is not going to work.

Photoshop filters require your photo to 8 bit, not 16, see if that changes anything

SOME filters. Just some.

Photoshop Oil Paint will work in 16 bits, but does require a compatible graphics processor.

Is there an easy way to see if it is 8 bit or 16 bit?

Must be my graghic processor, it still didn't let me open it. Thanks for your help.
