Can a single RAW file support multiple XMP files?

That is correct. I did indicate that in my first post in this thread. So far the OP has neglected to tell us what software he's actually using so I can only speculate.

Where else but LR do .xmp files exist?

First, I will assume you are using LR and do not have PS. Second, I will suggest working from a virtual copy rather than on the original RAW file. You can make as many virtual copies as you like, and edit each one differently. It is something that a lot of photographers will do so they can have different versions and still retain the original to view.

Every time you edit a virtual copy, those changes are saved in the .xmp sidecar. If you export the image with edits, you can choose a format such as .tiff or .jpg. Advantage to exporting is that your edited version is then visible in the folder on your hard drive as well as in LR. AND you can then delete the .xmp sidecar [unless you want to retain the editing history]! I do not like having those "blank pages" filling up my HD folder.

Overcomplicating... you can save versions of files in Windows10, just give it a different name. Do SAVE AS in the pp program and give it a different name and file type if you want.

If you edit using Lightroom you can make multiple (as many) virtual copies of the original and then edit each one differently. I don't believe that it creates a separate xmp file for each one, but instead it just makes one xmp that is of the same filename as the original but the end result is that you have as many different pictures as you want to choose from.

LR stores virtual copy information within it's database file(s), not in the XMP sidecar. It does have the same ability to create and store "snapshots" in the XMP just the same as ACR. LR can use snapshots created in ACR, and ACR can use snapshots created in LR. If interested... you might look at Julian Kost's older video on reasons to use one or the other in your workflow:

I had the pleasure of introducing her at a Digital Imaging Marketing Association conference in Las Vegas in the late 2000s. I’ve attended several of her seminars. She is an expert trainer, a fabulously witty person... and a very good photographer.
