looking for a movie title.

when I was a kid I saw a western that I thought was cast with "little people". " the terror of tiny town" comes to mind, however the one i'm thinking of has many differences.
1 the sherrif wears two guns butt forward like wild bill Elliot.
2 theres a stranger in black with a cape and mask.
so, I think that it may have had an all children cast. is there any old geizers out there who might remember such a movie???????

p.s. if it wasn't a full movie it might have been a narrated short subject.

I just now rewatched TTT on utube, it's not the one I seek. as I said it might have been a "short subject" .

Ahhh : Bill Elliot.
I just saw a fairly new movie I rented with him in it.
Called "Hero"
He's still got that acting expertise.

Remember the two "tiny" adults who used to play "sophisticated" kids in the movies? Probably in the 30's or 40's. He'd wear a tux and smoke cigars. I'm thinking of Harry and Daisy Earles. They appear starting at about 1:30 in the following clip, but appeared in a number of other movies.
