I can't find the post, which I saw a few mins ago, re technique for blurring. I did something to try to salvage an action shot for which I was too far away and out of focus... but this was a famous rider and I didn't want to pass it up.
I made one copy which I erased the rider and blurred the entire thing. Then I blended with just the center area of the original. It's not going to have any magazine potential but brings back the action I saw.

A slow Shutter Speed will blur movement, a shallow DoF will provide an out of focus background.
MacPhun Snapheal CK will allow you to blur, very easily, a specific portion of your image. It is also a program for deleting specific parts of your image. Currently only for Mac but I believe it will be coming out for PC at some point. On the photo, I think only you would know the rider was an important one as there is no apparent number to identify the rider and certainly no facial features. If the photo works for you as a memory, great, but next time around you might want to consider the bigger picture when taking such photos and use in-camera techniques to obtain the vision of the scene you want.

This is one of those threads where you actually have to read the OP to know what's going on.
I was talking about PP. The photo was a grab from trackside with bikes flying in every direction. This shot gave me something to experiment with in PS.

The link I posted above shows how to select out what you want in focus and then apply a depth field to the rest so that the blur changes relative to the distance.

Yes, looks strange, but it's what I saw. The bike is past all the spectators on the right. Will see if I can post the original.
This is the original shot. I was in position to shoot riders approaching from the left over a series of logs. I saw him take this jump several times on previous laps and just pivoted and fired off a few frames.
