Is it possible to access one's Lightroom in many locations besides a home computer?
The Lightroom catalog or Database does not normally work if is installed on a server. There are some work arounds, Check LightroomQueen.com or Adobe for assistance. You can however create collections in LR that can be accessed with the Lightroom mobile app available for smart phones and tablets via Adobe Cloud. You can view and edit your images and the changes will be synced with your main LR catalog.

There's an app for that. Lightroom Mobile
If you are using the LR CC edition, then you can sync with LR mobile. From one computer at a time, you can create a collection and sync with LR mobile. From there, you can use an App or lightroom.adobe.com to view the collection. You can also do basic LR work from flagging, rating and basic edits.
LR allows you to install on two physical machines with one license (and only use one at a time). The use case is a desktop and a laptop. It is hard to use a common catalogue though (I think this will get better in future versions). The reason I bring this up is that only one catalogue can sync with LR mobile at a time. So, it still doesn't solve the "my pictures on multiple devices" completely.
Putting the catalogue on a server might cause corruption problems. The catalogue is a database, and some devices do file locks and it would cause your catalogue to go bad. It might work, or it might go totally bad.
Personally, on my laptop, I import and export parts of my collection if I want to work with my images and treat my desktop as my master catalogue.
