"Kits" ? As already requested, please provide a link so we can see for ourselves what you're talking about.
Regarding the 4 different Canon 70-200L models, the aperture f/4 models include with or without IS and both do not include a tripod collar which has to be purchased separately. The two f/2.8 models (again with or without IS) do include the tripod collar.
But "spacer", that's not something that is "standard" equipment ...

Extension tubes increase the minimum focusing distance on your lens. The result is that you may increase the magnification of the image without cropping. A full set of these changes the 1x of my Nikkor 105G to 1.9x. They are often used in Macrophotography.

Keep in mind, when you use an extension tube, you won't be able to focus to infinity.

Yes. That's what I get for posting at 1 am....
Be aware that some places offer packages that include a bunch of things that are not of good quality or usefulness.
A decent set of extension tubes with electrical connections will cost between $75-$125 from B&H for example.

You can buy a set of three Viltrox extension tubes with the electronic connections for less than $15 from Neewer. They are used in macro photography. Do you need this sort of equipment? Do some reading ---
